The repo root `REPO_DESCRIPTION.md` is the source of truth for detailed evolving state. 本次更新修复第二阶段安全门禁：Kanban 依赖只理解父卡最终 `done`，不理解店铺混淆/弱证据，所以 IT2 finalizer 现在在任何入库、备份、生成或部署前，必须通过确定性 preflight：两家千牛店铺均需 import-grade `operator_summary.json` 批次证据（`trusted:true`、`verified_at`、`download_batch_id`、`files_before/files_after`、存在的截图），京东必须是 `jd_source:"live_download"` 并具备 live manifest 字段。watchdog 可在 preflight 失败时自动 reclaim/block 第二阶段并清理残留 finalizer 进程，避免语义失败的父阶段继续放行下游。
